"Respected Inhabitants of Mon Calamari: As you know, the Imperial Fleet has terminated the New Republic's fleet in space, and many of the defence have fled. As such, you are weak and vulnerable. In a matter of hours, the Imperial Army, the best and most well-equipped army in the Galaxy, will descend. However, they have been instructed not to fire a single shot unless they are fired upon.
Furthermore, although Mon Calamari has been conquered, the Empire is not interested in setting up its own leaders to rule the planet. The democratically elected officers of Mon Calamari are to remain in place until their term runs out, and if any officers have fled the planet, then elections will take place so that the planet has its own rulers.
The Imperial Army, when it descends, will be bringing with it ample supplies both of water and food, which will be provided to the general population. Any who have lost loved ones in the space battle will be compensated by the 4th Galactic Empire, and the brave soldiers who have passed on will be honoured accordingly.
We look forward to making Mon Calamari an Independent Imperial Planet, ruling itself according to the values of the Empire, and maintaining its independence while supporting a greater cause."
